The District of Columbia Retirement Board ("Retirement Board") was established by an Act of US Congress in 1979, as an independent agency of the District of Columbia government, pursuant to the District of Columbia Retirement Reform Act, as amended (the "Reform Act"), Public Law 96-122, (codified at DC Code § 1-701, et seq). This federal law gave exclusive authority and discretion to the Retirement Board to manage the assets of the DC Police Officers' and Firefighters' Retirement Fund, the Teachers' Retirement Fund, and the Judges' Retirement Fund, (collectively the "Funds"). The Reform Act also set forth the Retirement Board's structure and specific authority and legal responsibilities.
The Reform Act was later amended by the US Congress with the National Capital Revitalization and Self Government Improvement Act of 1997 ("Revitalization Act") and complemented by the DC Council with the Police Officers, Fire Fighters and Teachers Retirement Benefit Replacement Plan Act of 1998 ("Replacement Plan").
